Offshore wind energy is an industry with enormous development potential. By 2040, we will be able to produce 60% of electricity from the Baltic Sea, which will lead Gdańsk to become the heart of the offshore ecosystem. That is why today we are building awareness of the importance of the offshore wind industry.
We are creating a Blue Baltic Community
STARTER Incubator invites you to co-create the Blue Baltic Community, which aims to connect the world of offshore wind energy with the world of modern technologies and more!
Blue Baltic Community is an initiative that, from 2023, is a space for discussion, exchange of experiences and mutual inspiration between representatives of the offshore wind energy industry and representatives of the technology and innovation industries.
We are initiating a dialogue that will allow us to recognize the potential of existing technologies or create new solutions for the offshore wind industry. Blue Baltic Community is also a community of people interested in the offshore wind energy , but also in the broadly understood economy of the Baltic Sea.
As part of the Blue Baltic Community activities in 2024, a series of seven meetings of working groups is planned, the aim of which is to establish a dialogue between the offshore wind industry and the technology and innovation industry in order to create new solutions. The second edition of the project will end with a Project Summary Meeting, which will be held in November 2024.
Work groups
Meetings of working groups “Modern solutions in Offshore” are a continuation of the series initiated in 2023. Their goal is to confront the technological needs of the Offshore Wind industry with local entrepreneurs providing technological innovations that may be used in the energy wind secotor. By initiating dialogue, we want to jointly develop new contacts and opportunities for cooperation between industries.
We invite representatives of small and medium-sized enterprises from the technology, IT, robotics and automation industries, as well as the broadly understood maritime industry, to take part in working group meetings.

Piotr Tusiński is an experienced Project and Supervising Manager, Marine/Offshore Surveyor, and Plan Approval Engineer with over 20 years of professional experience in the maritime, offshore, and heavy industry sectors. He also holds a 2nd Engineer’s Certificate, supported by seven years of practical experience.

Dr. Eng. Zbigniew Szozda, Professor at PM, Plenipotentiary of the Minister of Infrastructure for Maritime Surface Autonomous Units
In May 2025, he was appointed to the newly established position of Plenipotentiary of the Minister of Infrastructure for Maritime Surface Autonomous Units. The Plenipotentiary’s task is to initiate and coordinate legislative work to enable the use of unmanned vessels in Polish maritime areas.
Alicja Wąsowicz (PGE Baltica Sp. z o.o.)
Director of the Procurement and Administration Department at PGE Baltica Sp. z o.o.
A graduate of the Faculty of Law at the University of Gdańsk, with over 20 years of experience in procurement and management.
At PGE Baltica, she has successfully built the structure of the Procurement and Administration Department, which manages complex procurement processes, ensures their optimization, and actively supports the development of local content. She is known for her approach based on business partnership, innovation, and effectively combining operational goals with the company’s long-term strategy.
Piotr Gowik (PGE Baltica Sp. z o.o.)
Head of the Procurement Proceedings Department at PGE Baltica Sp. z o.o.
Attorney-at-law specializing in public procurement law. For years, he has been associated with sector-specific procurement and the PGE Capital Group. He has led complex procurement processes covering all types of contracts, including such demanding proceedings as the construction of wind farms and hydroelectric power plants.
Łukasz Kneba (CO-MADE)
Project Manager, Supply Chain Expert, Co-founder of CO-MADE.
15 years of experience in the implementation of offshore and marine projects in Polish supply chain locations. For over 10 years he provided repair services and supervised the construction of steel structures for the largest ship and ferry owners. Co-founder of CO-MADE. The company is recognised for its supply chain consulting and business development in the offshore wind market in Poland.
Jakub Budzyński (PIMEW)
President of the Management Board of the Polish Chamber of Offshore Wind Energy.
Supply Chain & Stakeholder Manager at Simply Blue Group, industry consultant in the offshore wind energy sector, active promoter of the development of the offshore wind sector in the Baltic Sea region. Expert in the field of the supply chain for the offshore wind energy sector and regulations of the Polish market in this field, associated with the offshore wind energy sector from the beginning of his professional career.
Maciej Stryjecki (ASE Offshore, BETI)
Co-owner and CEO of ASE Offshore Sp. z o.o. and SMDI Sp. z o.o., Vice President of Projmors ASE Group Sp. z o.o., founder and president of the Foundation for Sustainable Energy, and founder of the Baltic Institute for Energy Transformation.
Manager and expert in the energy and environmental protection sectors with over 20 years of experience, gained through work in public administration, business, as well as business and non-governmental organizations.
Since 2005, involved in activities supporting the development of renewable energy, and since 2008, one of the leading advocates of offshore wind energy.
Since 2010, engaged in the development of offshore wind farm projects in Poland as an expert and manager.
Jarosław Kumięga (Urząd Marszałkowski)
Deputy Director of the Department of Economic Development for Energy and Economic Transition at the Marshal’s Office of the Pomeranian Voivodeship.
Energy auditor, Deputy Director of the Department of Economic Development for Energy and Economic Transformation at the Marshal’s Office of the Pomeranian Voivodeship, where he has worked since 2009. An energy expert and co-creator of strategic projects such as the Pomeranian Archipelago of Energy Islands, the Pomeranian Hydrogen Valley, and the Pomeranian Offshore Wind Energy Development Platform, with extensive experience in the heating industry and energy project evaluation.
